The November 2000 amendments to the Older Americans Act (OAA) of 1965 created Title III E, the National Family Caregiver Support Program (FCSP). The FCSP was established to provide a range of support services to qualified caregivers who are the primary, informal providers of in-home and community care to a frail elderly person or functionally impaired adult.
The program contains five support services:
- Information to caregivers about available services
- Assistance to caregivers in gaining access to services
- Individual counseling, organization of support groups, and caregiver training to assist the caregiver in making decisions and solving problems relating to their caregiving roles
- Respite care to enable caregivers to be temporarily relieved from their caregiving responsibilities
- Supplemental services, on a limited basis, to complement the care provided by caregivers
